Server Side setting for Max Query Execution time

      I would like to have a setting on the server to set a maximum execution time for all queries.

      Please note that this is NOT a duplicate of SERVER-2212 as that is a request for a CLIENT SIDE timeout setting. I would like to a see a GLOBAL SERVER SIDE limit placed on all queries regardless of what is set in the client.
