Disable auto compact temporarily

      In WT-12032, it was found that ooo ts can happen when checkpoints from background compaction occur while the server layer sets the timestamps in an invalid order. To proceed with a fix, SERVER-84706 is required first to investigate why this is happening.

      Until the investigation is done, background compaction should not be enabled. Therefore, we should disable the autoCompact command before 7.3 is released unless the feature has been declared as safe.
