Change pre73Compatible for pre80Compatible references at create collection coordinator

      The new coordinator for create collection will be enabled starting 8.0, not 7.3. That is, we need to change all code referring the legacy coordinator as "pre 7.3 compatible" to "pre 8.0 compatible".
