Currently, the heuristics estimator has access to the QueryParametersMap, which lets CE map a query parameter to its corresponding constant. However, the heuristics estimator doesn't use these constants yet in its calculations.

Enabling their usage should fix heuristics estimation inconsistencies in jstests/query_golden/ce_accuracy.js
