As of SERVER-78344, the option to replicate recordIds is stored within the collection options field.

Since we may want to change the format of the recordId in the future / do other things that require distinguishing between versions of the replicatedRecordId feature, we need to maintain some versioning info for what type of recordId(s) are stored, etc.

We may also want to store metadata regarding how many sharding bits we want reserved for recordIds, in the future, possibly user-configurable.
