Currently we have these docs explaining what the flag is.

It can still be confusing to those unfamiliar with feature flags when this param should be turned on and when it shouldn't. It would be nice to have an explanation that fully spells out what the param is, when it should be used, and how it affects replica set behavior in various scenarios (for example, a mixed binary repl set). Especially what implementers of new projects should think about.
