collMod on system.buckets behaves differently through mongos

      SERVER-64791 tried to ban collMod from operating directly on the system.buckets collection. We have tests that confirm collMod doesn't work on the underlying buckets collection for a timeseries namespace. 

      However, when collMod is run through the mongos, operating directly on the system.buckets collection does not fail.
