natice cc_* rules require deps to be CcInfo or CcSharedLibraryInfo, so the idl generator should convert there outputs to the provider.

this is problematic for source code generators which generate a single source file and need to be consumed, and so must be converted to single source libraries. This will increase the dynamic link libraries by hundreds.
