      Tune the different knobs block-based hashagg has:

      -After SERVER-85537 allows us to return non-singleton blocks from group, determine an optimal block size to create, whether that be a constant size or determined from some formula or heuristic.

      -Tune the cutoff for when to use the low-partition grouping algorithm and when to use the fallback.
