Design General Purpose Metric to Monitor Bazel Build Performance

      Currently we do not have a metric to monitor for build regressions and improvements introduced by the bazel build system. Create an easy to view metric for build execution time on a clean (non-cached) server build on Amazon Linux 2.

       

      Current dashboard we have is here https://ui.honeycomb.io/mongodb-4b/environments/production/board/eywmJpAtrNY/Bazel-compile-times

      It shows build times for our most common required amazon linux builder and a new non-cached amazon linux fully local build. We want to also add a build that mimics workstation build times throughout the bazel conversion in this ticket https://jira.mongodb.org/browse/SERVER-87594 but that is currently blocked.
