Stop parsing and setting expectPrefix in command body

      Remove the supporting of "expectPrefix" command body field from code base.

      For example: 

      • The OpMsgRequest code is still parsing expectPrefix in command body. In this task, we need to remove the behavior and make it only parse expectPrefix from validated tenancy scope.
      • The OpMsgRequest code is still setting expectPrefix in command body. We should stop doing so. 
      • The validate command code is still parsing it.
