Support tracking unsharded collections with FLE in the sharding catalog

      SERVER-81190 added support to track simple collections in the CSRS, however, collections with FLE (field level encryption) are currently not tracked yet.

      The purpose of this ticket is to allow tracking on the sharding catalog unsharded collections with FLE options.
