Merge getCollectionRoutingInfoForTxnCmd into CollectionRouter

      Right now getCollectionRoutingInfoForTxnCmd lives on a separate function due to having to parse the readConcern of the parent operation.

      This leads us to reaquire the routing information when using the CollectionRouter in some cases. We should ideally merge the method into the router class so that we can simplify the code.
