Make the constructor for RemoteCommandTargeterRS take in ServiceContext

      SERVER-85907 made the RemoteCommandTargeterRS depend on getting on the ReplicationCoordinator. Currently, the constructor RemoteCommandTargeterRS doesn't take in a ServiceContext so SERVER-85907 made it call getGlobalServiceContext(). Making the ServiceContext customizable might be necessary when we write new unit tests that need RemoteCommandTargeterRS in the future.
