Handle FCV downgrading when collections with recordIdsReplicated:true exist

      The simplest way forward is to strip the collection metadata that says "recordIdsReplicated:true" when downgrading. And this causes the collection to start behaving like a normal collection.

      On upgrading, nothing happens. The collection remains a normal collection.
