      SERVER-84548 will undo using SSCCL in 7.x for dedicated config servers. SERVER-84243SERVER-87780 will ensure there are two separate catalog cache loaders one for filtering, one for routing. 

       

      This ticket is to ensure that the upgrade from 7.x to 8.0 accounts for the anomaly mentioned in https://docs.google.com/document/d/12v_drogOVwK4lY0rE9YYZdSQJt1lQsvxQnFv9LxexBY/edit when changing catalog cache loaders across an FCV upgrade.
