Create a temporary us-west variant.

Description:

Create a new temporary variant that only provisions infrastructure in us-west-2. We want to run a couple of our HVWs (e.g., ycsb_60GB.long.2023-09 on 3-Node ReplSet) on this for a week or two to build up some performance history that we can compare with our standard variants.

Context:

In PERF-5043 we found that for ycsb_60GB.long.2023-09 running on 3-Node ReplSet there was a significant decrease in noise, for update heavy workloads, in tests that ran in us-west-2 vs us-east-1.
