Add commands to start and stop LLVM xray basic logging

      To avoid the overhead of measuring server startup and shutdown, we can add commands to start and stop LLVM xray logging

      Add a startXRay and stopXRay commands. These commands will only be available if the server is built when xray is enabled. Therefore there is no risk these commands will leak into a production build.
