The goal of this ticket is to add a new suites that stress aggregation tests with random migrations in background

We should be able to create a variation of aggregation_sharded_collections_passthrough.yml called aggregation_sharded_collections_passthrough_with_migrations.yml in which we enable the balancerShouldReturnRandomMigrations failpoint.
