A collection that ends with `ecoc.compact` must be considered a FLE collection

      Currently the auxiliary FLE collections with the form "enxcol_." + collName + ".ecoc.compact" are not considered FLE2State collections by the method NamespaceString::isFLE2StateCollection().

      This allows the registration of these types of collections to the config server unexpectedly, which should not be permitted.
