blacklist validate_db_metadata_command.js from tenant migrations suite

      For the same reason as explained in SERVER-81517 the test is currently not compatible with migrations. The test should be blacklisted by tenant migrations suites as well.

      We can tag the test with the tenant_migration_incompatible until PM-2077  is completed.
