disable ValidateCollections hook in replica set endpoint tests

      Our CI system is reporting a lot of validation failures in these replica set endpoint test suites due to an underlying listCollections/ObjectIsBusy error. We would like to disable the ValidateCollections hook while we investigate the root cause in SERVER-86630.
