Queries can now be rejected by shape via query settings (as of SERVER-85876).

To aid admins in both verifying reject was applied correctly, and to increase visiblity of ongoing rejections, queries should be logged.

This would be noisy if done by default, so this should be logged to a separate component so that verbosity may be configured selectively.
