Clang-tidy checks should only run on code in src/mongo

      Right now it is annoying seeing the clang-tidy errors in vscode when browsing third_party code which (correctly) doesn't use the mongodb types. It is particularly frequent when looking at wiredtiger code.

      Obviously code in wiredtiger should not be using the AtomicWord type as suggested.
