setQuerySettings against a shard reports setClusterParameter error

      Executing setQuerySettings in secondary_reads_passthrough_with_replica_set_endpoint.yml or replica_sets_jscore_passthrough_with_replica_set_endpoint.yml suites returns "NotImplemented: setClusterParameter can only run on mongos in sharded clusters"
