Enable new checkpoint coordinator logic during shutdown too

      As part of SERVER-80178, we have new logic in checkpoint coordinator that skips taking a checkpoint if nothing has changed since the previous checkpoint. But currently, this new logic is not enforced during shutdown where we always take a checkpoint. 

      In this ticket, enable this logic during shutdown too
