Add persisted metric to track uncompressed data size for time-series collections

      We used to track the uncompressed and compressed sizes of buckets. Now that all buckets will be compressed, it would be useful for users to know what the theoretical size of the uncompressed measurements before insertion are, to evaluate compression ratio/effectiveness as well as overall value of a time-series collection.
