Remove support for MONGODB-CR from the legacy shell

      MONGODB-CR authentication was deprecated in 3.6, and unsupported in 4.0. The legacy shell is no longer used in production. For both of these reasons, we should remove the logic for authenticating with MONGODB-CR from the legacy shell.
