After SERVER-87314, the testing for track unsharded will look like:

• All feature flags: track collections upon creation
• New variant: track collections upon moveCollection (disabled until SERVER-86295)

Once we are confident that everything is working when all collections are tracked (upon creation), we should switch these cases so that 8.0 required work (track upon move) is the "default" in all feature flags variant and the post 8.0 work (track upon creation) is tested in the new variant.
