Temporarily exclude fle2_compact.js FSM test from sharding with balancer suites

      The fle2_compact.js FSM test has started failing frequently on the concurrency_shared_with_stepdowns_and_balancer suite. Disable it until we know the root cause.  I suspect this is the same cause of failures that prompted SERVER-87045.
