Create targeted jstest for PIT sharded cluster magic restore

      Similarly to SERVER-87406, this test should create a jstest that does an end-to-end sharded cluster PIT restore. The additional logic here should stream in oplog entries to magic restore, so that we can restore the sharded cluster to a particular point-in-time. This is blocked on SERVER-82907.
