Since SERVER-83158, the cluster upgrade procedure has changed, requiring new binaries to add the new command line option `upgradeBackCompat`, and adding a new step where all upgraded binaries are restarted without that option. Currently resmoke does not support a cluster where all binaries are upgraded, but only some of them have removed the `upgradeBackCompat` option. This task is to add that support and create tests suites that use it.
