Identify unit tests that can fail after feature flag is enabled.

      We can't run unit tests with simply turning on certain or all feature flags, so without this work we may see unit tests failing after we remove the feature flag. Let's do an exercise to change default to true for this feature flag and identify unit tests that are incompatible, preferably note them down in a doc.
