Make IDLParserContext constructor take in a ValidatedTenancyScope

      As part of SERVER-81790 we are moving toward enforcing passing a ValidatedTenancyScope in the constructors of the IDLParserContext.

      For this ticket, we should add a ValidatedTenancyScope parameter in this constructor which will be defaulted to `boost::none`.

      The default parameter will be removed in the original ticket (SERVER-81790) once all the call sites are passing a proper ValidatedTenancyScope.
