Investigate potential time-series insert performance issues from query-based reopening

      Some time-series workloads may trigger query-based reopening fairly frequently, and depending on the cluster configuration and data ingestion pattern, the queries could be somewhat costlier than expected. We should determine if these cases are pathological, or if there are more fundamental performance concerns for query-based reopening that need to be addressed, e.g. by disabling this functionality.
