Today, the catalog uses two log components: the sharding-unaware portion of the catalog uses the "storage" component, which is rather broad and noisy to sift through; the sharding-aware part of the catalog uses primarily the "sharding" component and sub-components.

This ticket is to introduce a unified "catalog" log component to improve traceability and debugging.
