SERVER-80372 changed the behavior of implicit collection creation so if a shard needs to create a collection with a write operation, it throws an error that allows the router to call the explicit path. Incidentally, this means that the createdCollectionAutomatically field in the createIndexes command will always return false.

We should remove this field entirely and any dependency on it.
