Investigate if NamespaceStringUtil::deserializeForCatalog can be simplified

      `deserializeForCatalog` (as a result of SERVER-88008) might be able to simplify to simply internally call for `NamespaceString(tenantId, ns)`.

      We should investigate as part of this ticket is such change is possible and implement as part of this ticket if it is.
