Detect merge insert/update auth error during start

      This came out of this bug report: https://jira.mongodb.org/browse/STREAMS-948

      Right now we don't detect auth issues in $merge during start. This leads to an "asynchronous" failure and overall worse experience.

      For literal $merge.into targets, we should detect auth during start.
