As part of ~~SERVER-84470~~ we have to add support for the operations described against foreign sharded collections.

In order to add initial testing we'll first add support for this without supporting getMore operations.

Note that this feature will not be enabled until ~~SERVER-65512~~ has been completed and is exclusively used for development.
