Currently our SCons implementation allows the combo of lld with --detect-odr-violations. This doesn't throw an error when passed to lld, but appears to do nothing.

Flag it as an error when these two are passed to SCons and modify the existing variants that use --detect-odr-violations to use gold instead of lld.
