Use deterministic way than plain replSetStepUp command in jstests

      This has caused a couple of cold BFs(e.g. BF-31793, BF-32281) so we should audit and fix these flaky tests all together. For example, this test

      We should use ReplSetTest.stepUp or call awaitReplication() before issuing the replSetStepUp command when applicable.
