SERVER-86295 may have possibly uncovered a pre-existing bug that is now causing some failures on create_all_type_collections.js when moveChunk happens concurrently with [create|shard]Collection on the same namespace (that should be a no-op). While the RCA analysis is going on, we must disable that test in suites with balancing enabled.
