Verify that getClusterParameter redacts any cluster parameters that are redacted

      Currently, any server parameter can be redacted by setting `redact: true`. We already have a runtime server parameter retrieved by `getParameter` that respects this behavior. The existing implementation of `getClusterParameter` should also respect this behavior for free, but we should add a test to verify that that's the case.
