The embeddedRouter resmoke option allows to instantiate a sharded cluster with  routers embedded into mongod instances - but no ports for router traffic will actually be opened unless the featureFlagRouterPort is also enabled.

The objective of this ticket is to add proper error messaging into ShardingTest and ShardedCluster to make the dependency explicit when an incorrect configuration is passed to a test fixture setup.
