Run embedded router passthroughs on more variants

      To get started, we had embedded runner passthrough suites run on Amazon Linux 2 with arm64, and a RHEL 8 AUBSAN variant.

      We should consider running them on more all all required variants, including windows, as the feature matures.

      I also wanted to note that we have a separate build-variant where we run embedded router no-passthrough tests, and we could consider migrating more coverage there instead. When we complete this ticket, we should consider the best way to consolidate this testing and what build-variants and tasks give us the coverage were most comfortable with.
