      The TicketHolder API accepts an  outparameter timeQueuedForTicketMicros so that the Locker can track this as part of LockStats. The desired queue metrics for the ingress data node queueing project also want to track this dimension, so let's move it to the AdmissionContext where both implementations can share data.
