SERVER-86626 created a test for the rs to config shard conversion procedure. However, that test did not account for random step-downs during the upgrade procedure as the CS team was still deciding how to handle those. When the CS team does come to a decision on this, the test should be updated to handle random step-downs based on what is decided.
