Re-enable or document disabled column builder move tests on Windows debug

      The unit tests added in SERVER-88678 are currently disabled on Windows debug builds, since moving the column builder results in a higher-than-expected number of tracked bytes allocated. We should figure out why this is and either fix the tests to work on Windows debug or leave a comment explaining why they should remain disabled in this configuration.
