Currently we have a linter (check_feature_flag_tags introduced in SERVER-55858) that enforces that when you enable a feature flag, you should also add the requires_fcv_xx tag to any jstests that are tagged with that feature flag. This might not make sense if the feature flag is actually not FCV gated, so we should explore updating the tagging system to reflect this, and update the linter as well.
